NHIS is Ghana’s Largest Health Financing Scheme – Health Minister Lauds NHIA Collaboration
The Health Minister called NHIS Ghana’s biggest health scheme. He and NHIA CEO praised their teamwork in securing a record GH₵10.7 billion budget for 2025, mainly for claims and medicines.

The National Health Insurance Scheme (NHIS) has been hailed as Ghana’s most significant financial intervention in the health sector, with the Minister of Health, Mr. Kwabena Mintah Akandoh, describing it as a “sensitive and delicate” national programme deserving of broad attention and continued support.
During a courtesy call by the Chief Executive of the National Health Insurance Authority (NHIA), Dr. Victor Asare Bampoe, and his executive team, the Health Minister emphasized the vital role of the Scheme in Ghana’s healthcare delivery and praised the collaborative efforts between the Ministry and NHIA.
“All eyes are on the Scheme because it’s a very sensitive and delicate Scheme,” Mr. Akandoh said, underscoring the need for sustained leadership and unity between government agencies to maintain and enhance progress.
Dr. Bampoe expressed appreciation to the Minister for his decisive leadership, particularly in securing a robust financial allocation for the Scheme. “We saw the fantastic leadership role you played when we were at Parliament two weeks ago. You took us through to ensure that not even GH₵1 was taken from the funding,” he stated.
He pledged the NHIA’s commitment to working closely with the Ministry of Health. “We will listen to your guidance, and we will work with you. You can trust that NHIA will be one of the best performing agencies under your watch,” Dr. Bampoe assured.
The Health Minister welcomed the pledge and acknowledged the NHIA’s cooperation as instrumental in securing the record funding. “If you had not cooperated with me, we would not have achieved this. We are achieving this because of the cooperation. If we work together, we can achieve even more,” he noted.
Historic Budget Boost for NHIS
The remarks come on the heels of Parliament’s approval of a GH₵10.7 billion budgetary allocation for the NHIS under the 2025 Appropriation Bill. The amount represents a nearly GH₵4 billion increase over the GH₵6.87 billion allocated in 2024.
This increase follows the government’s decision to uncap the National Health Insurance Fund (NHIF), granting the NHIA greater financial flexibility. The approved allocation includes a detailed distribution formula to guide the Authority’s operations for the year, particularly in claims reimbursement and medicine procurement.
The landmark decision was finalized during a closed-door Committee of the Whole session on May 30, 2025, where NHIA officials, led by Dr. Bampoe.
