TOR Targets October 2025 for Refinery Operations -MD Appeals for Parliamentary Support
Tema Oil Refinery (TOR) plans to resume operations in October 2025, according to its MD, Mr. Edmond Kombat. He disclosed this to the Parliamentary Energy Committee while presenting TOR’s 2025 plans and challenges. TOR will focus on completing upgrades, retooling its lab, and restructuring its finances. The MD appealed for help with debt restructuring, ESLA levy reinstatement, and other support measures.

The Managing Director of Tema Oil Refinery (TOR), Mr. Edmond Kombat, has announced that the refinery plans to resume operations in October 2025. This forms part of TOR’s renewed efforts to reposition itself as a key player in Ghana’s energy sector.
Mr. Kombat made this known when officials of TOR appeared before the Parliamentary Committee on Energy to brief members on the refinery’s 2025 mandate, work plans, and operational challenges.
In his opening remarks, the Chairman of the Committee and Member of Parliament for Ho West, Hon. Emmanuel Kwasi Bedzrah, noted that the engagement was in line with the Committee’s oversight responsibilities over agencies under the Ministry of Energy and Green Transition.
Highlighting key initiatives, the TOR MD said the refinery will continue with the Gantry and Terminal upgrade, complete ongoing projects initiated by the previous administration, address debt and financial restructuring, and retool the refinery’s laboratory to enhance operations.
Mr. Kombat also appealed to the Committee for support in resolving some critical challenges facing the refinery. These include restructuring TOR’s debt using ESLA receivables, converting government debts into equity, reinstating TOR’s portion of the ESLA Levy, granting TOR participation in the primary distribution margin, and providing representation on the Laycan Committee, among others.
The Committee pledged to study the issues and explore ways of supporting TOR’s revival efforts.
