Mahama nominates Quayson, Affo-Toffey, Sukparu and Ayensu-Danquah as deputy ministers
President John Dramani Mahama has nominated four Members of Parliament to serve as Deputy Ministers, completing his promised 60-member ministerial team the smallest in Ghana’s Fourth Republic history.

President John Dramani Mahama has nominated four Members of Parliament to serve as Deputy Ministers, completing his promised 60-member ministerial team the smallest in Ghana’s Fourth Republic history.
A statement issued on Tuesday, July 9, 2025, by the Minister in Charge of Government Communication, Mr. Kwarkye Ofosu, announced the nominations, which have been submitted to Parliament for vetting and approval in line with Articles 78(1) and 79(1) of the 1992 Constitution.
The nominees are as follows:

Dorcas Toffey, MP for Jomoro – Deputy Minister-designate for the Ministry of Transport

James G. Quayson, MP for Assin North – Deputy Minister-designate for the Ministry of Foreign Affairs

Mohammed Adam Sukparu, MP for Sissala West – Deputy Minister-designate for the Ministry of Communication, Digital Technology and Innovations

Grace Ayensu-Danquah, MP for Essikado-Ketan – Deputy Minister-designate for the Ministry of Health
These final four nominations come after 56 ministers and deputies were earlier appointed, vetted, and approved. Those already in office have since assumed their duties.
“The President remains committed to building a lean, efficient, and responsive government,” Mr. Ofosu noted, adding that the 60-member cabinet reflects President Mahama’s resolve to reduce the size and cost of governance.
The nominees will soon appear before Parliament’s Appointments Committee for vetting.
Observers say this move marks a significant departure from previous administrations that often appointed over 100 ministers and deputies, and signals a deliberate effort by the Mahama-led administration to streamline public administration.
